Only paid-up members can be considered for office. Any name nominated by the membership receiving 10% or more nominations from the membership shall be added to the ballot. These names must be received by the Nominating Committee at least 60 days before the election to be placed on the ballot.

- Submits camera-ready copy to NEA print coordinator who prints and mails out the ballots, via first-class postage, to all NEA members whose dues are postmarked by 25 February. Ballots must be mailed to members at least thirty days in advance of the annual meeting. Returned ballots must be postmarked on or before the deadline date of the election for returns to be counted.
- Counts the ballots and reports the results to the Executive Board. In the event of a tie vote for any office, the successful candidate shall be determined by re-balloting the membership using a mailing list identical to that used in the original ballot. In the event of a second tie, the matter should be settled by the Chair of the Nominating Committee drawing straws.

- Generates lists from the names of write-in candidates on the ballots and gives them to the incoming president who will later give them to the chair of the Nominating Committee for the next election.
